Research Lab Upgrading! - not

Hi All,

I have just joined a few days ago. Today I colonised my first planet, but I have hit a snag building it up: I cannot build a research lab. There is a red 'no entry' symbol next to it, saying it's upgrading, but it isn't. It isn't even built yet. There is, however, research going on on the home world.

Is this a feature or a bug?

It is normal not to be able to mount the labs when one or more searches are being done on one of your planets.
